I'd be using Wail of Doom in all my builds, it's just that I have much better Elites already! (Spiteful Spirit and Aura of the Lich).
I do use it in Blood builds, though.

I would have to say that the best elite would depend on what class and build youre playing.
Warrior = Auspicious parry, "Coward", Enraged Smash, Shove
Ranger = Broadhead Arrow, Tranquility (if used right)
Mesmer = Psychic Distraction (annoying as shit ), Expel Hexes (seriously WTF were they thinking but ill take it)
Assassin = Aura of Displacement, Shadow Shroud
Elementalist = i forget the name but the one thats almost like Ether Prod. Ele's got the shaft in factions
Ritualists = Ritual Lord (pretty much the only rit elite u see)
Monk = Blessed Light, Air of Enchantment, Healing Light, Boon Signet (all good with the right build
Necromancer = Flesh Golem (for mm's), Cultists Fevor, Order of Apostasy (works well against dual smite builds ), Wail of Doom can be fun too if used properly

Barrage and SS weren't introduced to Factions thet come from Prophecies chapter 1 and Barrage imho is not a great skill punishing shot is or even melandrus arrows are.I like practice stance over it.That is ok for beast masters but I don't play a bm I play interrupter/trapper.

Psychic Distraction. Why? Because every other new Elite is done being useful when PD shows up, with the minor exceptions of the stances and shouts and such.
